Stainless Steel was first started as a mod for Medieval 2: Total War (v4.1 and lower), but it switched over to Kingdoms after the expansion was released. No kingdoms though, no Greek Firethrowers or Siphonotores as the Basilea ton Romain sub-mod calls them. One version (3.1 or 4.1 not sure) is for Medeival 2: Total war and the other version (6.1) is for Kingdoms.
